Conclusion
A cure more restrictive than the disease
The EU AI Regulation is a historic legislative milestone. It establishes a clear moral line and protects European citizens against abusive uses of AI.
But its ex-ante, centralized, and homogeneous approach imposes disproportionate burdens, classifies risks subjectively, and leaves unacceptable gaps — such as the military exemption.
For this framework to be truly effective, it needs quantitative thresholds, greater proportionality, and agile update mechanisms in response to technological evolution.
